Don’t worry, you are allowed to drive your mobility scooter on the pavement in the UK, but there are a few rules to look out for…
Rules for Using Mobility Scooters on Pavements
So as we’ve mentioned, yes, you can drive your mobility scooter on the pavement anywhere in Britain, but there are specific laws for this depending on what type of scooter you’ve chosen:
- Class 2 mobility scooters – These are designed for pavement use only and can reach a maximum speed of 4 mph for your safety and that of pedestrians around you. You cannot ride a Class 2 scooter on the road.
- Class 3 mobility scooters – These road-legal models are capable of 8 mph on the road, but this must be reduced to 4 mph when you’re on the pavement or a footpath.
Just to be clear, these speed limits aren’t merely suggestions; driving above this limit on pavements is not only dangerous, but against the law.
Sticking to these speeds ensures the safety of everyone using the pavement, including yourself, pedestrians, wheelchair users, and people with prams or pushchairs.
Not to mention fellow mobility scooter riders (don’t forget to give them a wave on the way past!).
So when driving your scooter on a pavement or path, it’s important to always follow the Highway Code and respect other users. Here’s what you need to know:
- Prioritise pedestrians – People on foot always have the right of way. Be especially mindful of wheelchair users, children, and people with prams as mentioned.
- Speed limits matter – Even though 4 mph is the legal limit, adjust your speed to suit busy or narrow walkways. In crowded areas, slowing down is essential.
- Use lights when needed – If travelling after dark, use lights or wear reflective clothing for visibility.
- Take care on narrow paths – If a pavement is too narrow, stop and allow others to pass rather than forcing them into the road.

Can Mobility Scooters Be Used on Roads?
We’re really talking about pavement scooters in this article, but it’s also good to know the rules if you own (or are considering purchasing) a Class 3 mobility scooter for road use.
Although driving on the pavement is obviously safer, you may have no choice if you live rurally and need to go down the road for a short while before reaching town, so here are some of the restrictions you need to know:
- Dual carriageways – Only scooters with an active flashing amber light can be driven on dual carriageways, and only where the speed limit is 50 mph or lower.
- Motorways – It’s illegal to drive a mobility scooter on a motorway under any circumstances.
- Cycle lanes and bus lanes – These are not generally permitted for mobility scooters, so avoid using them unless local regulations state otherwise.
Class 3 scooters also need to have extra kit such as wing mirrors and front and back lights, all of which come as standard on TGA’s road-legal models.

Do You Need Insurance or Road Tax?
Road tax legal requirements differ based on the class of mobility scooter you drive:
- Class 2 mobility scooters – These do not require road tax or registration.
- Class 3 mobility scooters – Must be registered with the DVLA, but road tax is free.
Insurance is not a legal requirement for either class 2 or 3 mobility scooters, but it’s highly recommended if you want added peace of mind on the way to Waitrose.

- Class 3 scooters should switch to 4 mph when going from roads to pavements.
- You cannot use a mobility scooter in bus lanes, cycle lanes, or on motorways.
